First GOCNAE directorate takes office on January 22, 1962 at National Research Council (CNPq) headquarters in Rio de Janeiro.

This first decade of INPE history represents a pioneering phase for the physical infrastructure establishment, staff-training, creation and development of programs and projects in space science, meteorology, orbital mechanics, remote sensing and systems analysis. In this period had been created and developed projects about space and atmospheric sciences, and geophysics (MARE project, MIRO, TELA, OBRA, LUME, SAFO, RADA/SOL, EXAME, RASA, SONDA and GEOS). Technology (or applied research) projects had been developed as the Advanced Satellite of Interdisciplinary Communications (SACI), which explores broadcast and educational content through communication satellites; remote sensing (SERE), to survey natural resources using remote sensing techniques; and MESA, which aims to get competence in satellite meteorology.
